From April 1 to November 30, 2025, the NGO “PRAGMA”, with the support of the European Union in Ukraine and the International Renaissance Foundation, within the framework of the joint initiative “Joining the EU Together”, implemented the project “Waste Management and Circular Economy: Expert Support and Promotion of Inclusive Stakeholder Dialogue within the Framework of Ukraine’s Accession Negotiations with the European Union” (Project No. G55763).

Below is a brief overview of the key results of the project.
Within the project, analytical materials were prepared for government stakeholders on the overall state and specific aspects of the implementation of the EU acquis in the field of waste management and circular economy, namely:
As part of two survey “waves,” a business survey was conducted on the economic aspects of implementing certain provisions of EU legislation in the field of waste management and circular economy. The survey results were reflected in relevant analytical materials and used in the preparation of proposals and comments for government stakeholders within the process of developing materials for Ukraine’s EU accession negotiations.
In addition, experts from NGO “PRAGMA”:
Within the project, four analytical articles were also published in European Pravda and Yurydychna Gazeta:

– “Reform Without a Ministry: How the Unified Ministry of Economy Should Address Waste Management Challenges”
– “Not a ‘Delay’ but a Reform Plan: How Ukraine Should Negotiate Transitional Periods with the EU”
Yurydychna Gazeta:
– “Changes in EU Legislation: A New Step Toward a Circular Economy and Challenges for Ukraine”
– “Adaptation of Ukrainian Legislation to the EU Acquis: Challenges and Guidelines for Business”
The organization expresses its gratitude to its government partners—the Government Office for the Coordination of European and Euro-Atlantic Integration and the Verkhovna Rada Committee on Environmental Policy and Nature Management—for cooperation, openness, and dialogue, as well as to the Ministry of Economy, Environment, and Agriculture of Ukraine for targeted cooperation in the negotiation process and the implementation of EU acquis in the field of waste management.
We are sincerely pleased that this week the Government approved, in particular, the negotiation position under Cluster 4 “Green Agenda and Sustainable Connectivity,” and that Ukraine is ready to open negotiations under all six Clusters.
