At the end of September, Ukraine, together with the European Commission, completed bilateral meetings within the framework of the official screening of Ukraine’s legislation for compliance with EU law. By the end of the year, Ukraine plans to approve its negotiation positions for all negotiation clusters.
During the accession negotiations, Ukraine will inevitably ask the EU for transitional periods – especially in areas where reforms require significant investment and time. Requests for such transitional periods are already being developed for each chapter within the framework of Ukraine’s negotiation positions.
Having completed the fastest bilateral screening process in the history of accession negotiations, Ukraine risks falling into the trap of its own ambition to demonstrate the swiftest possible full harmonization of its legislation with the EU acquis – without a unifying paradigm for making balanced and responsible decisions.

In discussions on whether to request a particular transitional period and for how long, it is crucial to remember that the issue is not only how much time is needed, but how that time will be used.
Success depends on the ability of the state, business, experts, and civil society to act jointly, develop realistic plans, and present a united position throughout the negotiation process – both in Kyiv and in Brussels.
